Can I run a stage environment with Jira Cloud?

I want to run a stage environment where I could test some changes to project configuration or plugins with the real data/issues/users that I currently have in a Jira Cloud Project.

Does anyone have a good solution with this?

In Premium you get a sandbox for this purpose. In Standard you could create a free instance and try to import a backup. The issue will come in the number of users where your current instance has more than the allowed 10 in free. Another possible option would be to work with a partner to see if they can create a sandbox instance for you to test with. Of course that’s not free either.
