Figured it out. There's a "Move Sprint Up" option in the three-dot context menu on the right side of each sprint's header.
It's counter-intuitive that, despite the drag cursor shown when you hover over a collapsed sprint header, drag-n-drop doesn't work to move sprints up and down. Sigh.
