Can I pull a report of all the tickets ever created for a project? Could this then be imported to another user's JIRA account?

Well, sort of.  If you have less than 1000 issues in the project, you can export a good swathe of the data to csv and import it from that, or even more clever stuff.

But if you want a complete project, you'll want to take a full xml backup and then use "project import" to pull that one project into the target JIRA
