Can I pay for only a few jira users to have a Portfolio license?

I have ~150 jira users in my Cloud instance.  We want to try Portfolio, but we only want a few people (managers) to have access to / pay for Portfolio.  Can I only pay for those ~10 users to have Portfolio even though my count of Jira users is 150?  Or do I have to pay for ALL 150 people to have Portfolio licenses?

Another way of putting it...is there a checkbox on the user admin screen to select/deselect Portfolio license per user?

I'm afraid not, add-ons are licensed at the highest tier of the applications you have.  150 users puts you in the 101-200 tier, so you'll need to pay for Portfolio at the 200 user tier.
