I can keep users from logging time to parent issues that have subtasks associated with them by adjusting this setting.
Setting -> Manage Apps -> Global Configuration -> User cannot log time on parent issues.
Can I allow this depending upon the Project? I want to allow logging time to the parent issue even if they have subtasks depending upon the project I'm working on?
