Can I limit my JIRA Software premium license to limited members?

I currently have access to JIRA Software. I would like to get JIRA Software Premium but I only want a limited number of users to have to access to it while the others can continue using JIRA Software. Can I do that?

Unfortunately that is not how it works unless you create two different instances; one standard and one premium. But I’m sure that is not desirable.
