Can I hide the question mark behind the system field on edit screen in JIRA Server?

Code. You'd need to hack the code to get rid of this. I'd keep it minimal and change the css to make it invisible rather than try to remove it completely.

You could do it with some javascript though, in the announcement banner to alter the css.
