Can I have custom hierarchy levels on the standard plan?

I am looking for a way to create a new "Initiative" issue type on Jira, and manage the hierarchy of the levels. However, in all the tutorials I've come across there is a reference to the "Advanced Roadmaps" menu, which appears to be available only for the Premium plan.

I can create new issue types, but I cannot figure out how to relate them in terms of hierarchy. 

Is there any way to manage the hierarchy of custom issue types on the Standard plan?

In Standard Jira you are limited to Epic -> Task/Story -> Sub-task. You can consider: Advanced Cloud, Structure or Portfolio.
