Have two users who are project managers that need access to these functions, but I would really prefer not to make them full on administrators of the product.
Have done some reading and it seems like this is not presently possible, but would like a definitive answer if possible.

You can delegate some workflow edits by using Jira Software's "simplified workflow" for a board - that lets project/board admins define their own workflows.
But that's about it. Everything else on cloud is limited to admins. If you were on server, you'd have "delegated admin" rights which would give you more options.
