Can I give a user access to only create and view one issue type?

Hi, 

 

Is it possible for me to create an issue type that only one user can see and create ? if not see, can they only create this.

 

I want our client to only raise one issue type and nothing else. 

Is this possible?

Only by giving them a dedicated project with that one issue type available.

You'll find plenty of other questions like this scattered around the community, with good attempts at it, but most of them are only partial workarounds and most can be broken or don't quite do what you need.  Javascript used to remove options from menus (but only works in some places, and can't stop REST) combined with workflows that allow users to start creating issues of the wrong type, but fail validation, combined with post-functions that set issue security so users can only see the right type.  You can get close, but there's flaws.
