I saw that Korean lang pack should be installed for menu to be displayed in Korean.

But, if I want to use Cloud JIRA service, then how can I get Korean language to be supported?

Unfortunately, Cloud doesn't support extra language packs beyond what is already installed, which is an issue that has been going on for a while now.  However, if you use the Server version then you can use the translation pack from https://translations.atlassian.com/

In order to update this answer, the Korean language pack is now built in to both JIRA and Confluence Cloud.
