Can I email or mention in anon jira user?

Hi

as i want to build a way for everyone in my organization to be able to understand how are we handling their issue in the engineering, I want to be able to add them to a comment even though they are not a jira user and that it would be sent to them as an email or any other way..

this is not possible. the mentions are restricted to not only Jira users but also only Jira users that have permissions in the specific project where they are being mentioned.

Email This Issue app for server or cloud sort-of allows this. You can't do a 'mention' but you can email an issue to people who are not licensed Jira users.
