Can I customize the action menu in the Issue Detail panel of the Agile boards?

Is there a way to customize the actions included in the "..." menu of the issue detail panel? Something similar to the opsbar_sequence property used to control which workflow steps are displayed as buttons in the main issue view? I would like to have my Workflow actions accessible with fewer clicks. Currently, we have to choose "More Actions" or use the "." keyboard shortcut and start typing the action, while many of the actions in the default list are not even applicable to my group.
