Can I create a text field with Rich Text?

When creating a custom field, I am given the option of creating a Text Field with Rich Text or more specifically, a "Paragraph (supports rich text" field.  However, when I create it, it doesn't allow me to bold, italicize or color or create lists.

Am I doing something wrong?
I heard that Rich text fields can only be created on hosted implementations of Jira, not cloud implementations. Please confirm.

Hello @Phil 

In the Field Configurations where this field is used, what have you set for the Renderer of the field? You need to set it to Wiki Style Renderer to use those features.
