Take a look at the permission scheme for the project. That holds the rules on who can delete issues from the project.

Who can delete issues on a project is controlled by the Permission Scheme for that project. Change the value for who can delete all issues so that only the permission for delete own issues is selected for them.
But let me say that deleting issues is never a good idea. It is better to have a separate "done" category of status like Discarded or Aborted or Abandoned or something like that.
