I need to send notification when a specific user story is resolved/closed. The email notification would be fine. The person is not in jira and not from my team. Can I send
1. email notification to another person not in jira
2. email notification only for one user story

For someone to receive a Jira notification, they must be a user.
In this case, the option would be to use an add-on to send that notification for external people that don't have an account, an example would be Email this issue, so on the desired ticket, you can click to send the notification for the person that is not associated with the ticket or the instance.
