Can I configure more than one active workflow for a given project?

I want to configure a project with several different issue types - each with a different workflow.  Documentation indicates that a workflow scheme maps a workflow to an issue type.  And it indicates that “… only one workflow scheme can be associated with a given project.” ( https://confluence.atlassian.com/adminjiracloud/managing-your-workflows-776636587.html#Managingyourworkflows-associatingworkflowschemetoproject )  The implication is that for a given project only one issue type can have a workflow.  Is this true?

No.  ALL issue types always have a workflow. 

A workflow scheme says "in this project, use these workflows for these issue types".  If you have 20 issue types and 10 workflows, a scheme will say something like "for issue types A, B and F, use workflow 4.  For type D, use workflow 16, and for 'default', use workflow 7".  It is often set to just "by default, use the same workflow for all issue types", but you can easily change it.
