Can I configure jira to allow more project states than Open, In Progress, Done?

From what it seems, you are using Jira Cloud free version, right?

Are you using next-gen or classic projects?

In case you are using classic projects, you can just edit the workflow and add more status to it. Atlassian has a complete step by step tutorial that you can check in the links below:
