Can I change the theme/Skin in JIRA?

I know I can change the colours, but I'd like to change more than this. Currently, the blocks on the pages are not clear, I'd like to add some CSS to put them in clearly oulined bubbles/boxes. I can write the CSS m yself, but how do I get it applied to my instance?

Non-JIRA answer.  go to userstyles . org and install the stylish plugin for your browser, then install the "JIRA Dark (Improved)" style via stylish. 

My life just improved dramatically, without having to restart the server or go through a licensing battle.  (I'm all for cool licensed tools, but a dark theme should just be part of any product (many of us have migraines or other vision problems, so high contrast and/or dark theme is a must for us).

I haven't evaluated the adjustments. My simplest remark is that the shortest direction is the one you already know on this page. If you maintain changing the UI each three months, it receives tiresome.

You can use ThemeBuilder for Jira Cloud to create your own theme
