Can I change administrator

This question is in reference to Atlassian Documentation: Manage users and groups

I wanna change administrator to another colleague, seems nowhere I can do that - any help please?

Yes:

1. Look in "global permissions" to find out what group or groups are set up to be administrators.
2. Add your colleague to one of those groups
3. Ask them to remove you from the groups if you don't need to be an admin

The System Admins are defined in the Global Permission where you can add/remove users.
