Can I add new Jira users when I am out of licenses?

Hi there, I am trying to add more Jira users. We were on the up to 15 users OnDemand plan. I would like us to be on the 16-25 OnDemand plan. Do it happens automatically? Do I need to contact someone? I ask because I just created several new users and them I got email saying there was an issue setting them up. I also cannot add them to Jira on the screen where I assign licenses to users- please advise.

You will have to upgrade your plan under my.atlassian.com.

I am trying to upgrade my plan but all it does is display "Please wait while we apply your changes". It never finishes. For now we are wanting 25 users. If all goes well we will need 200 users. I am a bit worried about not being able to add users.
