Can I add log work when assigning a ticket (not transition) ?

I am trying to setup time tracking whenever a user assigns a ticket to someone else as optional.  I can set this up for transitions, i.e. Open to In Progress, etc., but I want to a have this in the dialogue when a user assigns the ticket to someone else without going through a transition.  Is this possible?

You can disable actual assign for [ specific project & issue type ] through announcement banner and create a workflow transition called assign which can be treated as a workflow transition and where you can use the worklog functionality.
