Hello,
In JIRA, when creating a new project, I would like to add custom fields on the "Project settings - Details" window at the project level.
On the "Details" window, I can only add the project name, description or category. I would like to add fields like "Budget" or "Is billable".
Is this possible?

Custom fields and screens are global settings in the company managed context. So this can‘t be done directly within the project as the configuration (eg. a screen which is a collection and order of fields) couls possibly be shared with and used in other projects.

If custom fields are visible in all projects, this should not be a problem.
Is it possible to add custom in global settings for all projects?

depends on the configuration. If a custom field is not added to the context of all projects and/or if it is not added into a screen that´s used in the project it´s not available there.
You can imagine like this:
Custom fields is a pool of fields that lives within the global administration console.
The administrators can create screens that consist of several of these custom fields.
This screen can then associated to one or more projects/isssue types in project. Therefore all these projects the screen is associated to share this screen. If it would be possible to change a screen within a project it would always change for all the other projcets that use the same screen.
It´s always a question of screens. So if you want a custom field in all projects you would have to add this custom field in all screens that are associated to the projects.
