I want to be able to use Jira as a HIPAA compliant task tool. Much like Trello etc. One feature that's key is being able to forward emails from our system to task boards/lists. What's the easiest way to accomplish that?

Are you working with Jira which includes Software and Business type projects, or are you working with Jira Service Management which includes Service Management type projects?
You can see the Types for your projects on the View All Projects page under the Projects menu.
For Software and Business type projects, creation of issues from emails requires some setups. Refer to this documentation:
