@Jack Huling Here is the KB on this https://support.atlassian.com/jira/kb/error-while-importing-issue-via-csv-import-error-fatal-error-during-import-cannot-invoke-comatlassianjiraissueissuegetissuetype-because-issue-is-nul/   Has to do with a validator/condition on the workflow create transition.

What are the headers of your csv ? Do you update or create issues ?
