Hello,
The buttons "Add Form", "Add PIR", and "Investigate" just appeared on our tickets in JSM. Is there a way to disable these? Is there any release notes or documentation for this feature?

"Add form" is a standard Jira function that Atlassian deployed ages ago, when they acquired the company that did forms for Jira.
The other two look like they are being provided by an app of some sort, you will need to ask your admins where they are coming from.

I think if you go to project admin -> forms, and delete all the forms, then the button will vanish (because it's useless if there are no forms)

We use forms in several of our request types for the portal. Is there a way to hide/remove/disable this button without deleting all forms?

No, I'm afraid not. A project either has forms, or it does not.
