Business project types available but missing all agile project types

I have exactly the same problem as described in https://community.atlassian.com/t5/Jira-Software-questions/Missing-all-Jira-Agile-Software-presets/qaq-p/1050188 but there is no solution offered. I have installed Jira Software 8.6 on Ubuntu Server 19.10 with MySQL 5.7, and there is no agile project type available. When clicking on Menu "project", i can see Software and Business, but when clicking on Software and clicking on new project, there are only business project types.

I restarted jira and checked, that the user has jira-software rights. And yes, I have a Jira Software licence, not only Jira Core. In the apps management section, Jira Agile is activated.

What can I do?

I also have same exact problem with only difference I've installed Jira Software on Ubuntu 18.04
