how to create a burn chart to show the overall status for multiple projects.

the burn down chart also needs to present the status of the project delivery, timeframe, identify variances between plan estimates and actual delivery

identify inconsistence with team velocity

That's really not what burndown charts are intended for, and although you could contstruct one, you'll find it won't tell you anything other than burndown and velocity.  Because that's not what they do.

You need a project reporting or scaled framework.  Take a look at Advanced Roadmaps as a starter.
