Bulk creation of issues scrambles order

When I try to create a number of issues by simply pasting a list of entries, instead of creating the issues in the order pasted, they get scrambled, for example:
I presume each entry is being handled by a different process in the cloud, so the issue ID is generated by whichever process gets the ID fastest? Is there any way to keep the order, rather than just cutting and pasting each entry one at a time?
