Non-admin users can import issues to a CSV file using the import client on the issue navigator page. These would be the steps:
- Click on filters drop-down at the header of Jira UI > Advanced Issue Search
- Click on ... > Import Issues from CSV:
P.S: The client mentioned above is limited to some field mapping, as mentioned in the feature request below:
