I'm trying to use Bulk Move (/secure/views/bulkedit/BulkMigrateDetails.jspa) but on the step where I need to select the target project and issue type, the dropdowns do not show any suggestions and I cannot click Next.

are u sure you are on a cloud instance? It seems an error caused by a third part app. Please could you provide us jira url so that we can figure out your instance type?

It seems you don't have move issue permissions on the projects the work items are currently in?
