Bulk Changing Issue Type not working in Sandbox

We are working on moving from one test management app to another. We were doing some testing in our sandbox, trying to update the issue types from one testing apps type to the new. It looked to have worked, however when we filtered by the new type, the issues weren't showing (in fact, they were still showing under the old issue type). Is this a limitation in the sandbox with bulk updating? 

We did the same steps in production, and it worked as expected. We even changed the issue type manually, and it worked as expected in the sandbox. 

If it's a limitation, is there a list somewhere of what limitations there are in the sandbox? This isn't the first discrepancy between environments we have come across.

Were you seeing some error messages? I would think it is usually related to unmatched fields.

No error message. The icon changes and it looks like it has updated. But when filtering, it's still showing under the old issue type. 

Again, it works in our production instance, so I'm chalking it up to a sandbox quirk.

Are the issue types using the same workflow? Or different ones?
