Building a filter to follow-up tickets.

Hello, 

I am trying to look at the good ways of setting follow-ups. 

On option that I would like some help with is to build a quick filter. 

I would like it to review all tickets that are open and show tickets that not had a comment added by an either or administrator (or by 4 named agents) in the past 5 days when severity is set medinum. Can any one help me?
