I have this requirement wherein, the core of the problem is that we cannot allow external people (e.g.,Vendor employees) the global "Browse User" right for @name callouts as that would expose the whole organization list.
Is there a way to setup vendor user groups and expose browse user rights to users in the vendor user group
Eg : U1 and U2 are part of V1 Group and U3 is not part of the group. When U1 is trying to add a comment he can only say @U2 and cannot say @U3

Thanks for your response. If there a work around which can done to address my use case. The use case that i have is a global scenario wherein organizations restrict users they can view and call out to.
