I am able to see a number of boards within Jira, however, the board that I would like to copy doesn't have a ellipsis next to it. Does anyone know what's preventing me from being able to copy the board. We migrated to a different jira plan and so now I want to utilize more of the reporting and plan features, but I want to make copies so I don't mess anything up since we're actively working on the project.

Most likely it's because it is a board associated with a Team-managed project and those boards cannot be copied as Team-managed projects are self-contained.

Where are you finding the ellipsis button? Are you looking at the all Boards list or at an individual board?
If you are looking at an individual board, is it for a Team Managed project or a Company Managed project? You would find that information displayed at the bottom of the navigation panel on the left when you are viewing the board.
You won't be able to copy Team Managed boards. That is not a supported function.

You answered my question. I was looking at multiple boards but it was a team managed board.
