We are looking to roll out JIRA Software and JIRA Service Desk across the company and looking for advice on how best to approach it?
Any good runbook articles, video training courses etc?
Worth hiring a contractor for a couple of weeks to do the initial setup?
around 20 users for JIRA and 10 for the service desk.

it would be helpfull to know what type of company you are. In my opinion, if you have no experience with Jira, it is good idea to hire someone (maybe ask your local parner - https://partnerdirectory.atlassian.com/).
But it might be useful to educate some internal person to administer Jira. There are administration guides which are good start. You are on cloud so:
To be honest it won't be easy to start from scratch with online resources.

i have used JIRA / Confluence off and on since 2005! It has changed so much and would prefer to get an expert to help out - would prefer a person rather than a company.

Hi Paul, I tried to get some "freelancer" on Community, but didn't succeed. So I got an idea. You could try to contact London's Atlassian user group (https://ace.atlassian.com/london/) but I don't know if it is good approach, so eventually sorry in advance :).

Hi Paul, welcome to the Community. One thing I want to first mention, but you may already be well aware. I see you are on Free version but you plan to have more users than the Free allows so a move to Standard or Premium would be required at some point.
now as far as how to set it up there isn’t much advise I can offer without more info. Many new users of Jira can get started on their own with the support of trial and learn, the Community, Atlassian documentation and various video tutorials out there (even if dated). However, it rarely hurts to bring in a good consultant that focuses on Jira deployment. You can find Atlassian Partners in your area here - https://www.atlassian.com/partners
