Is there an existing way to perform simple activities like custom reporting (using worklog) and budget tracking using JIRA Cloud and Portfolio?

My suggestion would be to investigate the Tempo plugins; Tempo Budgets and Tempo Timesheets. Tempo Timesheets allows worklogs to be displayed in custom reports whereas Tempo Budgets handles the cost tracking aspects.
