Automation issue with linked issues

I'm trying to create a linked issue on issue creation or update, if a linked issue doesn't already exist. However, its running the rule no matter what and I can't seem to prevent it no matter which issues are linked. Here's the rule below,  need some assist on figuring out why it is ignoring the first If, the other two are working fine.

Nevermind, needed a global rule because the linked issue was in a different project.
