Automation for Jira Send Web Request Body is empty

Hello,

I'm trying to send a Jira issue or (Jira issues in JQL) as a web request from a Jira Cloud instance to be received and cloned into a Jira Data Center instance.  I believe the "Send Web Request" action in Jira Cloud Automation is not actually posting a body.  When I log action I get the Web Response Status of 200 but the Web Response Body is never logged ... it just remains empty.  And thus, when the retrieving automation in Jira Data Center is triggered, it finds no issues.  Also, when I use the "validate web request" feature on a specific Jira issue, I see the body in the response just not when the actual rule runs.  I'm a global admin on both instances so I don't think I'm getting denied permissions wise but can't be certain what the problem is.
