Hello,
I have been working on increasing security for specific work items in Jira and have an extensive number of automation rules I have been building over the last 2 years that run actions on those work items. I have found that the default Automation User role is not able to be added to groups or as a user to the security levels.
I know that I am able to go in and manually update the Actor for the automation rules but I have almost 400 automation rules I have created that would need to be updated. I have searched high and low for an API call that could do this for me but no luck.
I am not optimistic there is another solution but thought I would give it a shot here anyways. Any advice is appreciated.

Have you ensured that atlassian-addons-project-access is added to all permissions in the Permission Schemes associated with the target projects?
Also ensure that "Space Role (atlassian-addons-project-access) " is added to all security levels in the security schemes.

On top of what Trudy said (adding the mentioned group or space role should work for security levels 👈), there's this feature request where you can leave your vote and comment with a specific requirement: AUTO-2221: Ability for Jira administrators to add the "Automation for Jira" system user to user groups or project roles.
Additionally, as you're playing around with APIs, there's this request related to automation rule/flow management via REST API calls: AUTO-51: Official REST API to manage rules, export/import and access automation audit logs
