is there a way to set up automation so that specific individuals receive a message when, for example, 75% of the original estimated time has been used?

Yes, that would be possible.

The rule could be triggered on work logged, and then compare the total time spent to the original estimate.  You may want to include an indictor in the issue to note the message has been sent; with that, a condition may be used to prevent re-sending the message.
