As mentioned by @Negin Nafari that you can't do this out of the box. But if you have paid plugin like script runner or Automation for JIra then you can do this.

I did something similar with script runner, sample script is here

Wow! Thanks for the code, but how do I set up listener/service to track when the issue should transition? I need to do this when current time is same/esceeds custom dateTime field value

Hi Gleb, unfortunately this is not out of the box in jira.

You need to use script runner add-on to accomplish this.
