Automatically Distribute issues

Is it possible figure ro enable JIRA to intelligently distribute tasks that come in to users who are online on the day when issues are created?

Run an external script (or use webhooks to get the script triggered) when an issue is created, check some static data which has the roster for the employees, and use REST apis to assign the issue with the least loaded individual.

Based on your ondemand tag, you're probably not even gonna be able to install your own custom plugins anytime soon.

Since this feature is not available for the current JIRA, I am not sure whether other users managed to get this to work. However, I hope that the links provided will be able to at least help you a bit.
