Automate Setup Wizard

We are trying to automate and control our JIRA deployments as part of our toolsets.  I have a reasonable deployment, however I can't automate the last "Setup Wizard" that launches on first run.

Is there an answer file I can create somewhere to define the license key, admin user etc. for the server?  My goal is to deploy the zip, modify the appropriate configuration files, point it at a DB and then make a first connection.  I can't automate plugin installation as I can't call the rest API for the plugins without a working admin user after first boot.
