Auto populate jira field

We need to edit the description field in this specific project where the field is auto populated when a client raises a request.

Some fields have a "default" you can set.  Description is not a field that does.  Generally, it is a bad idea to pre-populate text fields - you end up with huge swathes of totally pointless copies of the pre-populated text (I once found 40,000 issues with identical descriptions - utterly useless)
