I have some "Epic" grade work items that needs to get done at some frequency, say once a quarter.
Do we have means in Jira Software (JSW) for this. Say at the start of every quarter this Epic gets auto created basis some configuration.

You can create an automation rule (scheduled)
https://support.atlassian.com/jira-software-cloud/docs/automation-triggers/#Automationtriggers-Scheduled
This will allow you to choose when you want to create automatically your issue.
