Attachments fail to import from Jira Server to Jira Cloud when using CSV

We are testing the ability to migrate Jira Issues from a Jira Server 7.2.4 project to a new project in Jira Cloud using a CSV file.   While the majority of the fields import just fine, we have not been able to get attachments to import.  

The attachment field in the CSV file includes a URL to the source attachment which when opened with a browser displays the attachment just fine... so it does not appear to be an access, or permissions issue.  

Any advice you can provide on migrating our data from Jira Server to Jira Cloud would be greatly appreciated.

Is the attachment public accessible? Jira Cloud would only be able to extract it, if it can actually access it publicly, if not then most likely an error would occur. Alternatively you can use the method described here to access secured files look under If the source JIRA site is a JIRA Server (self-hosted) instance for a solution.

Hi Prince Nyeche,

Thanks for your response to my question about attachments failing to import via CSV.  I think you nailed the problem with your question "Is the attachment publicly accessible?".  The answer to that is no.  

I reviewed the solution you pointed me to here but unfortunately that did not solve my problem.  The server where our old self-hosted Jira instance is running is currently behind a firewall which requires VPN access to see.  

We are starting to look at alternate ways of importing the attachments (i.e. physically moving that attachment somewhere outside the firewall so the import process can see them) and would appreciate any further suggestions you or anyone else might have to this problem.
