Attaching an MP4 repeatedly fails

Unable to add an attachment for an MP4. It is 39 Mb, and no other error is provided other than to tell me to reload the ticket and try again. I reloaded the ticket, reloaded the browser, and also restarted my system. I've also re-uploaded the MP4 several times.

Just for a better understanding of the issue, I would like to know if the issue is happening with a specific attachment or all types of attachments with different sizes. 

Is it happening with MP4 attachments that have 10mb or less?

Did you confirm with your administrator what is the attachment size limit allowed?

It was a file size issue, it appears that I couldn't submit a video more than 20mb. Just the error message had me repeatedly try again. However at the time it would allow me to upload greater than 20Mb but when playing the video it would stall and then throw the same error.

JIRA is the most annoying software out there and the dev teams not doing anything about it cuz their product is pretty popular. That day is not far when someone else comes in and grab this opportunity.. wait and watch Atlassian.
