The vendor was already allocated an Atlassian license. But when I wanted to grant JIra/Confluence access to this person, his name/email address (same as the email which the license was allocated to) yielded no search results.

Can you please verify if the users have been invited to the site? Granting access to Jira/Confluence can be done via admin.atlassian.com. Select Directory > Users from the left menu and check if the users belong to your site or not.
Under the Project Settings (Space settings) > People > Add People, you can grant them the project/space roles, which grants them the associated project permissions.

Do you know how the user was granted a license? If they've already been granted a license to Jira or Confluence, you shouldn't need to do anything else unless you're referring to providing them access to a space.
Can you give a bit more detail about what specifically they were granted and what you're trying to give them access to?

I tried assigning him an Atlassian license and got this notification instead "User(s) have been assigned in another Subscription account. Please add the users through the product interface (JIRA & Confluence User) to proceed." This user was already granted the license by another account.
I am trying to grant access to our project Space on Jira via Spaces > Project Space > Space settings > People >Add people
But the search yielded not search result to add this person. Hope this clarifies.

@Ong jing kang if it's at all possible, can you attach a screenshot of what you're seeing, both on the license side when granting them a license, and when you're trying to provide them access to a space?
