Atlassian Admin API not returning all users

We thought we were successful in pulling down a full list of users using the Admin API.  When I compare it to the user extract from within Atlassian Admin, I am missing all the users that do not share our domains.  These are users provisioned via Atlassian Access and our AD.  The only difference is they are users that are from outside vendors that we have allowed access to for the term of their contract.

I had expected that the admin API would return all users in the organization based on what it indicated.  We are short some 600 users between what is provided in the export users function in the admin site compared to what is provided from the paginated API.

We want to use the API as it give us more information than what is provided with the extract from within the admin web page.

In Atlassian Admin Organization, you have only those users who are from your managed domain which you have claimed.

To get all the users list you have to get the Users list from the instance administration of your product. I do not know the API details for it.
